At the risk of some groans about "Not another new class" :-
Would our Speed Committee consider adding an extra class to the Open Speed classes "0.46c.i.d."?
It shouldn't add a lot of work, needing only to keep appropriate records. There's a lot of .46c.i./7.5cc engines out there, some of them on a crankcase common to an 0.40c.i.d. engine. I currently fly a K&B 7.5 in the Weatherman 60 Class and could fly it in a .46 Open category. (I find the Open 60 pull test a bit too daunting to fly it in the Open 60 class, - 140lbs., my target body weight!).
Maybe SAM would consider the same for their Weatherman event, and Jim Hammond's new carbon/fibreglass fuselages would provide a good and quick basis for a model.

I will forward your suggestion on to Speedcom but I would say the following about a 46 model.
I would think that you would enter that in the '60 Light class' which has a 120 lb pull test but the model will pull nothing like that in flight, so when you are ready for a pull test just get help from some of the young guys to do the pull test, there are plenty of them at the meetings now.

Note - this is only a suggestion, I'd have no intention of making a serious attempt on the class. I would fly any existing model which fitted the specs, to help make up the numbers.
My query is whether the Committee thinks there might be support for such a Class.
